ਪੰਜਾਬ ਦੇ ਮਾਲ ਤੇ ਮੁੜ ਵਸੇਬਾ ਮੰਤਰੀ ਹਰਦੀਪ ਸਿੰਘ ਮੁੰਡੀਆਂ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਪੰਜਾਬ ਦੇ ਪੇਂਡੂ ਖੇਤਰਾਂ ’ਚ ਲਾਲ ਡੋਰੇ ਜਾਂ ਲਾਲ ਲਕੀਰ ਦੇ ਅੰਦਰ ਆਉਣ ਵਾਲੇ ਪਲਾਂਟਾਂ ਦੇ ਕਬਜ਼ਾ ਧਾਰਕਾਂ ਨੂੰ ਮਾਲਕਾਨਾ ਹੱਕ ਦੇਣ ਲਈ ਸੂਬੇ ’ਚ ‘ਮੇਰਾ ਘਰ ਮੇਰੇ ਨਾਮ’ (ਸਵਾਮਿਤਵਾ) ਸਕੀਮ ਲਾਗੂ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। 

ਇਹ ਸਕੀਮ ਅਗਲੇ ਸਾਲ ਤੱਕ ਮੁਕੰਮਲ ਹੋ ਜਾਵੇਗੀ। ਮੁੰਡੀਆਂ ਨੇ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ’ਚ ਅਮਰਗੜ੍ਹ ਤੋਂ ਮੋਜੂਦਾ ਵਿਧਾਇਕ ਪ੍ਰੋ. ਜਸਵੰਤ ਸਿੰਘ ਗੱਜਣਮਾਜਰਾ ਵੱਲੋਂ ਕੀਤੇ ਗਏ ਇੱਕ ਸਵਾਲ ਦੇ ਜਵਾਬ ’ਚ ਕਿਹਾ ਕਿ ਸਵਾਮਿਤਵਾ ਇਕ ਕੇਂਦਰੀ ਸਕੀਮ ਹੈ, ਜਿਸ ਦਾ ਮਕਸਦ ਪਿੰਡਾਂ ਦੇ ਲਾਲ ਲਕੀਰ ਦੇ ਅੰਦਰ ਆਉਣ ਵਾਲੀਆਂ ਜਾਇਦਾਦਾਂ ਦੇ ਮਾਲਕਾਨਾ ਅਧਿਕਾਰ ਉਨ੍ਹਾਂ ਦੇ ਮਾਲਕਾਂ ਨੂੰ ਪ੍ਰਦਾਨ ਕਰਨਾ ਹੈ।

ਮਾਲ ਤੇ ਮੁੜ ਵਸੇਬਾ ਮੰਤਰੀ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਇਸ ਸਕੀਮ ਦਾ ਮਕਸਦ ਪਿੰਡਾਂ ਦੇ ਆਬਾਦੀ ਦੇਹ ਖੇਤਰ ਦੇ ਕੰਪਿਊਟਰਾਈਜ਼ਡ ਰਿਕਾਰਡ ਆਫ਼ ਰਾਈਟ ਬਣਾਉਣਾ ਅਤੇ ਜੀ. ਆਈ. ਐੱਸ. ਨਕਸ਼ੇ ਬਣਾਉਣਾ ਹੈ।

ਇਸ ਮੰਤਵ ਦੇ ਲਈ ਸਾਲ 2021 ’ਚ ਪੰਜਾਬ ਆਬਾਦੀ ਦੇਹ (ਰਿਕਾਰਡ ਆਫ਼ ਰਾਈਟ) ਐਕਟ ਅਤੇ ਨਿਯਮ ਲਾਗੂ ਕੀਤਾ ਗਿਆ ਹੈ, ਜੋ ਇਸ ਸਕੀਮ ਦੇ ਤਹਿਤ ਤਿਆਰ ਕੀਤੇ ਗਏ ਅਧਿਕਾਰ ਦੇ ਰਿਕਾਰਡ ਨੂੰ ਕਾਨੂੰਨੀ ਮਾਨਤਾ ਪ੍ਰਦਾਨ ਕਰਦਾ ਹੈ। ਜੀ. ਆਈ. ਐੱਸ. ਨਕਸ਼ੇ ਸਰਵੇ ਆਫ਼ ਇੰਡੀਆ ਵੱਲੋਂ ਡਰੋਨ ਤਕਾਨਲੋਜੀ ਦੀ ਵਰਤੋਂ ਰਾਹੀਂ ਤਿਆਰ ਕੀਤੇ ਜਾਂਦੇ ਹਨ। ਇਸ ਸਬੰਧੀ ਇਕ ਸਾਫਟਵੇਅਰ/ਪੋਰਟਲ ਵਿਕਸਿਤ ਕੀਤਾ ਗਿਆ ਹੈ।

Punjab Revenue and Rehabilitation Minister, Hardeep Singh Mundian, announced that the 'Mera Ghar Mere Naam' (Swamitva) scheme is being rolled out in the state to grant ownership rights to the occupants of plots located within the red line or boundary areas of rural Punjab. This initiative is expected to be completed by next year. 


In response to a question posed by Amargarh MLA Prof. Jaswant Singh Gajjanmajra in the Punjab Vidhan Sabha, Mundian clarified that Swamitva is a central government scheme aimed at conferring ownership rights to the residents of properties within the red line of villages.


The Minister further explained that the scheme's goal is to establish computerized records of rights for village areas and develop GIS (Geographic Information System) maps. To facilitate this, the Punjab Population Body (Record of Rights) Act and Rules were introduced in 2021, providing legal recognition to the rights records generated under this scheme. The GIS maps are being created using drone technology by the Survey of India, and a dedicated software/portal has been developed to support the initiative.
