ਪੰਜਾਬ ਵਿੱਚ ਕਣਕ ਦੀ ਵਾਢੀ ਅਤੇ ਖਰੀਦ ਦਾ ਕੰਮ ਸ਼ੁਰੂ ਹੋ ਗਿਆ ਹੈ। ਇਸ ਨੂੰ ਧਿਆਨ ਵਿੱਚ ਰੱਖਦੇ ਹੋਏ, ਸੂਬੇ ਦੇ ਕਈ ਖੇਤਰਾਂ ਵਿੱਚ ਸਥਾਨਕ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਸ਼ਾਮ 7 ਵਜੇ ਤੋਂ ਸਵੇਰੇ 10 ਵਜੇ ਤੱਕ ਕੰਬਾਈਨ ਮਸ਼ੀਨਾਂ ਨਾਲ ਕਣਕ ਦੀ ਕਟਾਈ 'ਤੇ ਪੂਰੀ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਹੈ। 


ਇਸ ਸਬੰਧ ਵਿੱਚ ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟ੍ਰੇਟ ਮੈਡਮ ਪੂਨਮਦੀਪ ਕੌਰ ਨੇ ਭਾਰਤੀ ਸਿਵਲ ਰੱਖਿਆ ਕੋਡ 2023 ਦੀ ਧਾਰਾ 163 ਦੇ ਅਧੀਨ ਮਿਲੇ ਅਧਿਕਾਰਾਂ ਦੀ ਵਰਤੋਂ ਕਰਕੇ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਕੰਬਾਈਨ ਮਸ਼ੀਨਾਂ ਨਾਲ ਕਣਕ ਦੀ ਵਾਢੀ ਬਾਰੇ ਆਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਹਨ।

ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟ੍ਰੇਟ ਦੇ ਆਦੇਸ਼ਾਂ ਮੁਤਾਬਕ, ਫਰੀਦਕੋਟ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਕਣਕ ਦੀ ਕਟਾਈ ਲਈ ਕੰਬਾਈਨ ਮਸ਼ੀਨਾਂ ਸਿਰਫ ਸਵੇਰੇ 10 ਵਜੇ ਤੋਂ ਸ਼ਾਮ 7 ਵਜੇ ਤੱਕ ਹੀ ਵਰਤੀਆਂ ਜਾ ਸਕਣਗੀਆਂ। ਇਸ ਸਮੇਂ ਤੋਂ ਬਾਅਦ ਕੰਬਾਈਨਾਂ ਨਾਲ ਕਣਕ ਦੀ ਵਾਢੀ 'ਤੇ ਸਖਤ ਪਾਬੰਦੀ ਰਹੇਗੀ। ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟ੍ਰੇਟ ਨੇ ਦੱਸਿਆ ਕਿ 2025 ਦੇ ਸੀਜ਼ਨ ਵਿੱਚ ਕਿਸਾਨਾਂ ਨੇ ਕਣਕ ਦੀ ਫਸਲ ਦੀ ਕਟਾਈ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ। 

ਕੰਬਾਈਨ ਮਸ਼ੀਨਾਂ ਦੀ ਵਰਤੋਂ ਕਣਕ ਦੀ ਵਾਢੀ ਲਈ ਕੀਤੀ ਜਾਂਦੀ ਹੈ। ਇਹ ਮਸ਼ੀਨਾਂ ਸਵੇਰੇ ਦੇਰੀ ਨਾਲ ਕੰਮ ਸ਼ੁਰੂ ਕਰਦੀਆਂ ਹਨ ਅਤੇ ਰਾਤ ਦੀ ਬਾਰਿਸ਼ ਕਾਰਨ ਗਿੱਲੀ ਕਣਕ ਦੀ ਕਟਾਈ ਹੋ ਜਾਂਦੀ ਹੈ, ਜਿਸ ਨਾਲ ਫਸਲ ਵਿੱਚ ਨਮੀ ਦਾ ਪੱਧਰ ਨਿਰਧਾਰਤ ਹੱਦ ਤੋਂ ਵੱਧ ਜਾਂਦਾ ਹੈ।

ਗਿੱਲੀ ਫਸਲ ਨੂੰ ਮੰਡੀਆਂ ਵਿੱਚ ਲਿਜਾਣ ਨਾਲ ਕਿਸਾਨਾਂ ਨੂੰ ਆਪਣੀ ਫਸਲ ਵੇਚਣ ਵਿੱਚ ਦੇਰੀ ਹੁੰਦੀ ਹੈ ਅਤੇ ਆਵਾਜਾਈ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਦੇ ਨਾਲ-ਨਾਲ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਦੀ ਸਮੱਸਿਆ ਵੀ ਖੜੀ ਹੋ ਸਕਦੀ ਹੈ। ਇਸ ਆਦੇਸ਼ ਨੂੰ ਲਾਗੂ ਕਰਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਸੀਨੀਅਰ ਸੁਪਰਡੈਂਟ ਆਫ ਪੁਲਿਸ ਫਰੀਦਕੋਟ, ਸਬ ਡਿਵੀਜ਼ਨਲ ਮੈਜਿਸਟ੍ਰੇਟ ਫਰੀਦਕੋਟ/ਕੋਟਕਪੂਰਾ/ਜੈਤੋ ਅਤੇ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫਸਰ ਫਰੀਦਕੋਟ ਨੂੰ ਸੌਂਪੀ ਗਈ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਆਦੇਸ਼ 25 ਮਈ, 2025 ਤੱਕ ਜਾਰੀ ਰਹਿਣਗੇ ਅਤੇ ਇਸ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲਿਆਂ ਖਿਲਾਫ ਸਖਤ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਹੋਵੇਗੀ।

ਇਸ ਦੇ ਨਾਲ ਹੀ, ਵਧੀਕ ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟ੍ਰੇਟ ਅਪਰਨਾ ਐਮ.ਬੀ. ਨੇ ਹਵਾ ਪ੍ਰਦੂਸ਼ਣ ਰੋਕਥਾਮ ਅਤੇ ਨਿਯੰਤਰਣ ਐਕਟ, 1981 ਦੀ ਧਾਰਾ 19 ਅਤੇ ਭਾਰਤੀ ਸਿਵਲ ਸੁਰੱਖਿਆ ਕੋਡ 2023 ਦੀ ਧਾਰਾ 163 ਦੇ ਅਧੀਨ ਅਧਿਕਾਰਾਂ ਦੀ ਵਰਤੋਂ ਕਰਦੇ ਹੋਏ, ਜਲੰਧਰ (ਦਿਹਾਤੀ) ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਕਣਕ ਦੀ ਪਰਾਲੀ ਅਤੇ ਬਚੀ-ਖੁਚੀ ਫਸਲ ਨੂੰ ਸਾੜਨ 'ਤੇ ਰੋਕ ਲਗਾਈ ਹੈ। ਏਡੀਐਮ ਅਪਰਨਾ ਨੇ ਇੱਕ ਹੋਰ ਆਦੇਸ਼ ਜਾਰੀ ਕੀਤਾ ਹੈ, ਜਿਸ ਵਿੱਚ ਜਲੰਧਰ (ਦਿਹਾਤੀ) ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਸ਼ਾਮ 7 ਵਜੇ ਤੋਂ ਸਵੇਰੇ 8 ਵਜੇ ਤੱਕ ਕੰਬਾਈਨ ਮਸ਼ੀਨਾਂ ਨਾਲ ਕਣਕ ਦੀ ਕਟਾਈ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਆਦੇਸ਼ ਵਿੱਚ ਇਹ ਵੀ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਕਣਕ ਦੀ ਵਾਢੀ ਸਿਰਫ ਉਨ੍ਹਾਂ ਕੰਬਾਈਨ ਮਸ਼ੀਨਾਂ ਨਾਲ ਕੀਤੀ ਜਾਵੇ ਜੋ ਬੀਆਈਐਸ ਪ੍ਰਮਾਣਿਤ ਹੋਣ। ਇਹ ਦੋਵੇਂ ਆਦੇਸ਼ 31 ਮਈ, 2025 ਤੱਕ ਲਾਗੂ ਰਹਿਣਗੇ।

Wheat harvesting and procurement have started in Punjab. In light of this, local authorities in several areas have imposed a complete ban on the operation of harvesters (combines) for wheat harvesting from 7 PM to 10 AM the following morning. Under this directive, District Magistrate Madam Poonamdeep Kaur, using powers granted under Section 163 of the Indian Civil Defence Code 2023, has issued orders regarding the use of harvesters for cutting wheat in the district.


According to the orders issued by the District Magistrate, in Faridkot district, combines for wheat harvesting can only operate from 10 AM to 7 PM. After this period, there will be a complete ban on wheat harvesting with combines. The District Magistrate mentioned that the wheat harvest season for 2025 has begun, and harvesters are being used to cut wheat. These combines tend to work late in the morning and harvest wet wheat due to overnight rainfall, resulting in moisture levels exceeding the permissible limit for the crop.


When wet crops are brought to the markets, farmers sometimes experience delays in selling their crops, which causes traffic issues and law and order problems. To enforce this order, the Senior Superintendent of Police, Faridkot, Sub-Divisional Magistrates of Faridkot, Kotkapura, and Jaito, along with the Chief Agricultural Officer of Faridkot, will be responsible. The order will remain in effect until May 25, 2025, and those who fail to comply will face strict legal action.


On the other hand, Additional District Magistrate (ADM) Aparna, using powers granted under Section 19 of the Air Pollution Prevention and Control Act, 1981, and Section 163 of the Indian Civil Defence Code 2023, has imposed a ban on burning wheat stubble and residue in rural areas of Jalandhar district. ADM Aparna also issued another order under Section 163 of the Indian Civil Defence Code, 2023, banning wheat harvesting with combines in Jalandhar (rural) from 7 PM to 8 AM. The ADM further specified that only BIS-certified harvesters should be used for wheat harvesting. Both of these orders will remain in effect until May 31, 2025.
