ਦਿੱਲੀ ਸਰਕਾਰ ਦੀ ਅਗਲੀ ਯੋਜਨਾ ਵਜੋਂ ਅਗਲੇ ਦੋ ਤੋਂ ਤਿੰਨ ਹਫ਼ਤਿਆਂ ਵਿੱਚ ਇਸ ਸਕੀਮ ਨੂੰ ਲਾਗੂ ਕਰਨ ਦੀ ਤਿਆਰੀ ਚੱਲ ਰਹੀ ਹੈ।


 ਇਸ ਲਈ ਔਰਤਾਂ ਨੂੰ ਦਿੱਲੀ ਦੀ ਨਿਵਾਸੀ ਹੋਣ ਦਾ ਸਬੂਤ ਦੇਣਾ ਜ਼ਰੂਰੀ ਹੋਵੇਗਾ, ਅਤੇ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਨੂੰ ਸੌਖਾ ਕਰਨ ਲਈ ਔਨਲਾਈਨ ਪੋਰਟਲ ਜਾਂ ਹੋਰ ਸਹੂਲਤਾਂ ਸ਼ੁਰੂ ਹੋ ਸਕਦੀਆਂ ਹਨ। ਇਹ ਫ਼ੈਸਲਾ ਦਿੱਲੀ ਦੀਆਂ ਔਰਤਾਂ ਲਈ ਸੁਖਦਾਈ ਹੈ, ਪਰ ਦੂਜੇ ਰਾਜਾਂ ਦੀਆਂ ਔਰਤਾਂ ਲਈ ਇਹ ਮੁਸ਼ਕਲ ਪੈਦਾ ਕਰ ਸਕਦਾ ਹੈ। ਹੁਣ ਇਹ ਵੇਖਣਾ ਮਹੱਤਵਪੂਰਨ ਹੈ ਕਿ ਸਰਕਾਰ ਇਸ ਨੂੰ ਕਿੰਨੀ ਸਫ਼ਲਤਾ ਨਾਲ ਲਾਗੂ ਕਰਦੀ ਹੈ।

ਨਵੇਂ ਨਿਯਮ ਅਨੁਸਾਰ, ਦਿੱਲੀ ਤੋਂ ਬਾਹਰ ਦੀਆਂ ਔਰਤਾਂ ਇਸ ਸਹੂਲਤ ਦਾ ਲਾਭ ਨਹੀਂ ਲੈ ਸਕਣਗੀਆਂ। ਇਸ ਨਾਲ ਬਾਹਰੀ ਰਾਜਾਂ ਤੋਂ ਆਉਣ ਵਾਲੀਆਂ ਔਰਤਾਂ ਨੂੰ ਪਹਿਲਾਂ ਵਰਗੀ ਸਹੂਲਤ ਨਹੀਂ ਮਿਲੇਗੀ, ਜੋ ਉਨ੍ਹਾਂ ਲਈ ਨਿਰਾਸ਼ਾਜਨਕ ਹੋ ਸਕਦਾ ਹੈ।

ਔਰਤਾਂ ਲਈ ਮੁਫ਼ਤ ਬੱਸ ਯਾਤਰਾ ਦੀ ਸ਼ੁਰੂਆਤ 2019 ਵਿੱਚ ਭਾਈ ਦੂਜ ਦੇ ਦਿਨ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਨੇ ਕੀਤੀ ਸੀ। ਉਸ ਵੇਲੇ ਗੁਲਾਬੀ ਟਿਕਟ ਸਿਸਟਮ ਲਾਗੂ ਕੀਤਾ ਗਿਆ ਸੀ, ਜਿਸ ਨਾਲ ਔਰਤਾਂ ਦੀ ਗਿਣਤੀ ਜਨਤਕ ਬੱਸਾਂ ਵਿੱਚ ਵਧੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਯਾਤਰਾ ਸੁਖਾਲੀ ਹੋਈ।

ਮੁੱਖ ਮੰਤਰੀ ਰੇਖਾ ਗੁਪਤਾ ਨੇ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਗੁਲਾਬੀ ਟਿਕਟ ਸਿਸਟਮ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦਾ ਮਸਲਾ ਚੁੱਕਿਆ ਸੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਪਿਛਲੀ ਸਰਕਾਰ ਦੇ ਸਮੇਂ ਇਸ ਯੋਜਨਾ ਵਿੱਚ ਗੜਬੜੀਆਂ ਹੋਈਆਂ, ਜਿਸ ਨਾਲ ਸਰਕਾਰੀ ਖਜ਼ਾਨੇ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਿਆ। ਇਸ ਸਮੱਸਿਆ ਦੇ ਹੱਲ ਲਈ ਹੁਣ ਸਮਾਰਟ ਕਾਰਡ ਸਿਸਟਮ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਜੋ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰੋਕੇਗਾ ਅਤੇ ਔਰਤਾਂ ਨੂੰ ਟਿਕਟ ਖਰੀਦਣ ਦੀ ਲੋੜ ਨਹੀਂ ਰਹੇਗੀ।

‘ਲਾਈਫਟਾਈਮ ਸਮਾਰਟ ਕਾਰਡ’ ਲੈਣ ਲਈ ਔਰਤਾਂ ਨੂੰ ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਕੋਲ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਕਰਵਾਉਣੀ ਪਵੇਗੀ। ਇਹ ਕਾਰਡ ਜੀਵਨ ਭਰ ਲਈ ਵੈਧ ਹੋਵੇਗਾ ਅਤੇ ਇਸ ਨਾਲ ਔਰਤਾਂ ਡੀਟੀਸੀ ਤੇ ਕਲੱਸਟਰ ਬੱਸਾਂ ਵਿੱਚ ਮੁਫ਼ਤ ਯਾਤਰਾ ਕਰ ਸਕਣਗੀਆਂ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਨਾਲ ਮੁਫ਼ਤ ਯਾਤਰਾ ਦੀ ਸਹੂਲਤ ਸਿਰਫ਼ ਰਜਿਸਟਰਡ ਔਰਤਾਂ ਤੱਕ ਸੀਮਤ ਰਹੇਗੀ।

ਦਿੱਲੀ ਸਰਕਾਰ ਨੇ ਔਰਤਾਂ ਲਈ ਮੁਫ਼ਤ ਬੱਸ ਯਾਤਰਾ ਯੋਜਨਾ ਜਾਰੀ ਰੱਖਣ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ, ਪਰ ਹੁਣ ਇਹ ਸਹੂਲਤ ਸਿਰਫ਼ ਦਿੱਲੀ ਦੀਆਂ ਨਿਵਾਸੀ ਔਰਤਾਂ ਲਈ ਹੀ ਉਪਲਬਧ ਹੋਵੇਗੀ। ਇਸ ਲਈ ‘ਲਾਈਫਟਾਈਮ ਸਮਾਰਟ ਕਾਰਡ’ ਜਾਰੀ ਕੀਤਾ ਜਾਵੇਗਾ, ਜਿਸ ਨਾਲ ਔਰਤਾਂ ਨੂੰ ਗੁਲਾਬੀ ਟਿਕਟਾਂ ਖਰੀਦਣ ਦੀ ਝੰਝਟ ਤੋਂ ਛੁਟਕਾਰਾ ਮਿਲੇਗਾ।

The Delhi government has decided to continue its free bus travel scheme for women, but with a new rule in place. Now, only women residing in Delhi will benefit from this scheme. To implement this, the government will soon introduce a ‘Lifetime Smart Card,’ which will eliminate the need for women to purchase pink tickets repeatedly.


How to get the ‘Lifetime Smart Card’?

Officials from the transport department stated that women who wish to avail of the free travel benefit on Delhi's public buses must register. Once registered, they will receive a ‘Lifetime Smart Card,’ which will be valid for life. By showing this card, women will be able to travel free of charge on Delhi's DTC and cluster buses.


Questions Raised About the Pink Ticket System...

This decision came after Chief Minister Rekha Gupta raised concerns about corruption in the pink ticket system during the Legislative Assembly session. She mentioned that during the previous government's tenure, there were irregularities under this scheme, which led to losses for the government. To resolve this issue, a smart card system is now being introduced to prevent the need for women to purchase tickets and to eliminate the possibility of corruption.


The Scheme’s Launch in 2019…

The free bus travel scheme for women in Delhi was launched in 2019 during the Bhai Dooj festival. At that time, the Aam Aadmi Party government implemented the pink ticket system. As a result, the number of women using public buses in Delhi increased, making their travel more convenient.


A Setback for Women from Outside Delhi…

Under the new system, only women residing in Delhi will be able to avail of this benefit. This means that women from outside Delhi will not be able to take advantage of the scheme. As a result, women from other states will no longer have the same travel benefits as before.


Government’s Future Plan…

The Delhi government is preparing to implement this new system within the next two to three weeks. To verify eligibility, women will need to provide proof of residence in Delhi. Online portals and other facilities may also be introduced to make the registration process easier. While this decision brings relief to women residing in Delhi, it could pose a challenge for women from other states. It remains to be seen how smoothly the government can implement this new system.
