ਪਟਿਆਲਾ ਵਿੱਚ ਫੌਜ ਦੇ ਕਰਨਲ ਨਾਲ ਹੋਈ ਕੁੱਟਮਾਰ ਦਾ ਮਾਮਲਾ ਅਦਾਲਤ ਵਿੱਚ ਪਹੁੰਚ ਗਿਆ ਹੈ ਅਤੇ ਇਸਦੀ ਗੂੰਜ ਹੁਣ ਰਾਜਨੀਤਿਕ ਹਲਕਿਆਂ ਦੇ ਵਿੱਚ ਵੀ ਸੁਣਾਈ ਦੇ ਰਹੀ ਹੈ। 

ਐਤਵਾਰ ਨੂੰ, ਕਰਨਲ ਦੇ ਪਰਿਵਾਰ ਨੇ ਸੀਬੀਆਈ ਜਾਂਚ ਦੀ ਮੰਗ ਕਰਦਿਆਂ ਹੋਇਆਂ ਦੇਸ਼ ਦੇ ਰੱਖਿਆ ਮੰਤਰੀ ਰਾਜਨਾਥ ਸਿੰਘ ਦਾ ਦਰਵਾਜ਼ਾ ਖੜਕਾਇਆ। ਕਰਨਲ ਬਾਠ ਦੀ ਪਤਨੀ ਜਸਵਿੰਦਰ ਕੌਰ ਨੇ ਰੱਖਿਆ ਮੰਤਰੀ ਰਾਜਨਾਥ ਸਿੰਘ ਨਾਲ ਮੁਲਾਕਾਤ ਵੀ ਕੀਤੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਪੂਰੀ ਘਟਨਾ ਦੇ ਬਾਰੇ 'ਚ ਜਾਣਕਾਰੀ ਵੀ ਦਿੱਤੀ। ਇਹ ਮੁਲਾਕਾਤ ਲਗਭਗ 15 ਤੋਂ 20 ਮਿੰਟ ਤੱਕ ਚੱਲੀ। ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਜਸਵਿੰਦਰ ਕੌਰ ਨੇ ਮੀਡੀਆ ਨੂੰ ਕਿਹਾ ਕਿ ਰੱਖਿਆ ਮੰਤਰੀ ਨੇ ਸਾਡਾ ਪੂਰਾ ਮਾਮਲਾ ਬਹੁਤ ਧਿਆਨ ਨਾਲ ਸੁਣਿਆ ਹੈ ਅਤੇ ਸਾਨੂੰ ਇਹ ਭਰੋਸਾ ਵੀ ਦਿੱਤਾ ਹੈ ਕਿ ਉਹ ਸਾਨੂੰ ਇਨਸਾਫ਼ ਦਿਵਾਉਣਗੇ।

ਪੀੜਤ ਪਰਿਵਾਰ ਇਸ ਪੂਰੇ ਮਾਮਲੇ ਦੀ CBI ਜਾਂਚ ਦੀ ਮੰਗ ਕਰਨ ਦੇ ਲਈ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੂੰ ਵੀ ਮਿਲਣ ਜਾ ਰਿਹਾ ਹੈ। ਮੀਡੀਆ ਦੇ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਜਸਵਿੰਦਰ ਕੌਰ ਨੇ ਕਿਹਾ, ‘ਮੈਂ ਉਨ੍ਹਾਂ ਦੀ ਧੀ ਦੇ ਜਨਮਦਿਨ ‘ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸ਼ੁਭਕਾਮਨਾਵਾਂ ਦਿੰਦੀ ਹਾਂ।’ ਮੈਂ ਉਨ੍ਹਾਂ ਨੂੰ ਦੱਸਣਾ ਚਾਹੁੰਦੀ ਹਾਂ ਕਿ ਇੱਕ ਦੇਸ਼ ਦੀ ਧੀ ਤੁਹਾਡੇ ਕੋਲ ਆ ਰਹੀ ਹੈ। ਪੂਰੇ ਦੇਸ਼ ਦੀਆਂ ਧੀਆਂ ਉਡੀਕ ਕਰਨਗੀਆਂ ਕਿ ਤੁਸੀਂ ਉਨ੍ਹਾਂ ਨਾਲ ਕੀ ਇਨਸਾਫ਼ ਕਰੋਗੇ। ਮੈਂ ਚਾਹੁੰਦੀ ਹਾਂ ਕਿ ਪੂਰੇ ਪੰਜਾਬ ਨੂੰ ਇਨਸਾਫ਼ ਮਿਲੇ।

ਪੰਜਾਬ ਪੁਲਿਸ ‘ਤੇ ਲਗਾਏ ਗਏ ਗੰਭੀਰ ਦੋਸ਼

ਇਸ ਪੂਰੇ ਮਾਮਲੇ ਨੂੰ ਲੈ ਕੇ ਜਸਵਿੰਦਰ ਕੌਰ ਨੇ ਪੰਜਾਬ ਪੁਲਿਸ ‘ਤੇ ਗੰਭੀਰ ਦੋਸ਼ ਲਗਾਏ। ਉਹ ਕਹਿੰਦੇ ਹਨ ਕਿ SIT ਨੂੰ ਚਾਰ ਵਾਰ ਬਦਲਿਆ ਗਿਆ ਹੈ, ਅੱਠ ਦਿਨਾਂ ਦੇ ਬਾਅਦ FIR ਦਰਜ ਕੀਤੀ ਗਈ। 

ਸਬੂਤ ਦੇਣ ਵਾਲੇ ਵਿਅਕਤੀ ਦੇ ਨਾਮ ‘ਤੇ ਸ਼ਿਕਾਇਤ ਦਰਜ ਕਰਵਾਈ ਗਈ ਸੀ। ਪੁਲਿਸ ਨੇ ਕਿਹਾ ਕਿ ਕਿਸਾਨਾਂ ਦੇ ਵਿਰੋਧ ਕਾਰਨ ਐਫਆਈਆਰ ਦਰਜ ਕਰਨ ਵਿੱਚ ਦੇਰੀ ਹੋਈ ਹੈ। ਇਹ ਪੂਰੀ ਘਟਨਾ ਸਰਕਾਰੀ ਹਸਪਤਾਲ ਦੇ ਬਾਹਰ ਵਾਪਰੀ ਹੈ। ਪੁਲਿਸ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਉਹਨਾਂ ਨੂੰ ਵੀ ਸੱਟਾਂ ਲੱਗੀਆਂ ਹਨ ਪਰ MLR ਰਿਪੋਰਟ ਉਸ ਜਗ੍ਹਾ ਤੋਂ 2.5 ਕਿਲੋਮੀਟਰ ਦੂਰ ਇੱਕ ਨਿੱਜੀ ਹਸਪਤਾਲ ਵਿੱਚ ਕੀਤੀ ਗਈ। ਸਰਕਾਰੀ ਹਸਪਤਾਲ ਵਿੱਚ MLR ਕਰਵਾਉਣ ਦੀ ਥਾਂ ਨਿੱਜੀ ਹਸਪਤਾਲ ਵਿੱਚ ਕਰਵਾਉਣ ਦੀ ਕੀ ਲੋੜ ਸੀ? ਆਪਣੀ ਸੁਰੱਖਿਆ ਬਾਰੇ ਉਹਨਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਪੁਲਿਸ ਦੇ ਸਾਹਮਣੇ ਧਮਕੀਆਂ ਦਿੱਤੀਆਂ ਗਈਆਂ ਸਨ। ਪੁਲਿਸ ਖੁਦ ਹੀ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਨੂੰ ਵਿਗਾੜ ਰਹੀ ਹੈ। ਮੈਨੂੰ ਘਰ ਵਿੱਚ ਦਿੱਤੇ ਗਏ ਦੋ ਸੁਰੱਖਿਆ ਗੰਨਮੈਨ 10 ਦਿਨਾਂ ਵਿੱਚ 5 ਵਾਰ ਬਦਲੇ ਗਏ ਹਨ।

ਪੁਲਿਸ ਨੂੰ ਐਫਆਈਆਰ ਦਰਜ ਕਰਨ ਵਿੱਚ ਇੱਕ ਹਫ਼ਤੇ ਤੋਂ ਵੱਧ ਸਮਾਂ ਲੱਗਿਆ। ਇਸ ਘਟਨਾ ਤੋਂ ਬਾਅਦ ਕਰਨਲ ਬਾਠ ਦੇ ਪਰਿਵਾਰ ਨੇ ਪਟਿਆਲਾ ਵਿੱਚ 3 ਦਿਨ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਵੀ ਕੀਤਾ। ਪੀੜਤ ਪਰਿਵਾਰ ਨੇ ਨਿਰਪੱਖ ਜਾਂਚ ਦੀ ਮੰਗ ਕਰਦੇ ਹੋਏ ਪੰਜਾਬ ਹਾਈ ਕੋਰਟ ਦਾ ਦਰਵਾਜ਼ਾ ਵੀ ਖੜਕਾਇਆ। ਕਰਨਲ ਬਾਥ ਦੇ ਮਾਮਲੇ ਵਿੱਚ, ਉਨ੍ਹਾਂ ਦੇ ਵਕੀਲ ਨੇ ਪਾਰਦਰਸ਼ੀ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਿਸ ਤਰ੍ਹਾਂ ਇਹ ਮਾਮਲਾ ਸਾਹਮਣੇ ਆਇਆ ਹੈ, ਉਸ ਦੀ ਨਿਰਪੱਖ ਜਾਂਚ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ। ਉਨ੍ਹਾਂ ਸੀਬੀਆਈ ਜਾਂ ਕਿਸੇ ਹੋਰ ਸੁਤੰਤਰ ਏਜੰਸੀ ਤੋਂ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਇਸ ਮਾਮਲੇ ਦੀ ਅਗਲੀ ਸੁਣਵਾਈ 28 ਅਪ੍ਰੈਲ ਨੂੰ ਹੋਣੀ ਹੈ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਸ਼ਾਮਲ 12 ਪੁਲਿਸ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਐਸਆਈਟੀ ਇਸ ਪੂਰੇ ਮਾਮਲੇ ਦੀ ਜਾਂਚ ਕਰ ਰਹੀ ਹੈ।

The case of the assault on an army colonel in Patiala has reached the court and is also resonating in political circles. On Sunday, the colonel's family demanded a CBI investigation and approached Defense Minister Rajnath Singh. The colonel's wife, Jaswinder Kaur, met with Rajnath Singh and briefed him about the entire incident. The meeting lasted between 15 and 20 minutes. Meeting with CM Mann on Monday

The affected family is also set to meet Punjab Chief Minister Bhagwant Mann on Monday to demand a CBI probe. Speaking to News18, Jaswinder Kaur said, "I wish him well on his daughter's birthday. I want to tell him that a daughter of the nation is coming to you. Daughters across the country will be watching to see what justice you deliver. I want justice for all of Punjab."

Serious Allegations Against Punjab Police

Jaswinder Kaur has leveled serious accusations against the Punjab Police in this matter. She claims that the Special Investigation Team (SIT) was changed four times and the FIR was registered only after eight days. The complaint was filed in the name of the person who provided evidence. The police cited protests by farmers as the reason for the delay in filing the FIR. The incident occurred outside a government hospital. The police claimed that the colonel also sustained injuries, but the Medico-Legal Report (MLR) was conducted at a private hospital 2.5 kilometers away. Why was the MLR done at a private hospital instead of the government facility? Regarding their safety, she said they were threatened in front of the police, accusing the police of undermining law and order themselves. She also noted that the two security gunmen assigned to their home were changed five times in 10 days.

What is the Full Case?

On March 13, an incident came to light in Patiala where 12 Punjab Police personnel allegedly assaulted Colonel Pushpendra Bath and his son over a parking dispute. It took the police more than a week to register an FIR. Following the incident, the colonel's family staged a three-day protest in Patiala. Seeking an impartial investigation, the family also approached the Punjab High Court. In Colonel Bath’s case, their lawyer has demanded a transparent probe, stating that given how the incident unfolded, an unbiased investigation is essential. They have called for an inquiry by the CBI or another independent agency. The next hearing in this case is scheduled for April 28. The 12 involved police personnel have been suspended, and the SIT is currently investigating the matter.
